having tried exactly this:
you can get an almost identical effect using box/gaussian blur & one instance of sideways directional blur (equivalent to the VHS effect of the chroma channel being half width)
don't forget to add a thick coat of unsharp mask set to a high radius to complete the effect

I found that most of it was in the lighting. I tried to emulate how old film had to be lit in order to make things visible, so super bright lights and super low ISO(or exposure in blender) then I added some dehancer for the film emulation, and a light unsharp mask on top of that.

It might something like using unsharp mask in editing software might help. It could be that the camera/phone is moving and your zoomed in. When I take photos properly I actually have a Bowens Gemini studio flash and because of that the shutter speed is very fast on my old Nikon.

if you wanted to make someone's face look like they smoke several packs a day we already had a tool for that called "unsharp mask", you don't need genAI for it.

I usually do minimal post processing on my film scans, just normal darkroom stuff (brightness, contrast, unsharp mask, etc), but I've been stepping on these pretty hard. Not my best negatives. Think it might be more a photographer issue than a processing issue, but not sure.

I am experimenting more with painting and being less "line dependant" (so, painting over my sketch and stuff), I went back and tried old things I used to do like chromatic aberration + unsharp mask :3!

also very rarely like the look of local contrast/"clarity". I do like a tiny bit of regular old unsharp mask though I often regret it way too far down the pipeline to change it.
