I think there's a slight moral difference between Stalin trying to repopulate the soviet union after they just lost 27 million people in a world war (with an award that was frequently given to 'undesireable' races in the soviet union) and the Nazis and Putin doing it under a clear racial regime lol

Fully agree. Food delivery as it's implemented by tech bros has problems, but that doesn't mean the service itself being available is the issue. Just because an in-demand service is done through the gig economy doesn't make it evil/undesireable.

The excuse for rules like this is that the current state of things has drifted too far in an undesireable direction, and the expectation and intent is that the rules will drag things back away from that direction.
