After a public hearing with residents and industry representatives, Lewisville City Council unanimously adopted an ordinance defining “data center” in the city’s Unified Development Code and requiring a special‑use permit (SUP) for new data centers or expansions, enabling case‑by‑case limits on water, power and other impacts.

Council adopted an interim emergency ordinance (45 days) placing a temporary moratorium on acceptance, processing or approval of new data‑center developments (including communications equipment buildings). The move followed extensive public comment urging a permanent ban due to concerns about water use, noise and grid impacts. The ordinance passed 4–0 (Nelson absent).

During the industrial‑park discussion commissioners requested utility load estimates, water‑use numbers and potential impact‑fee strategies for large data centers; some suggested requiring battery storage as part of a project to reduce grid impacts, while others raised concerns about rate increases for residents.

Council held a first reading of Ordinance 36, a proposed 12-month moratorium on new or expanded data centers in Saint Bernard, heard extensive public comment (including an attorney for the property owner), and voted 7–0 to send the ordinance along its regular course for public hearing and further study.

A resident asked whether the city has a plan for data centers and suggested a moratorium until the city develops public input, raising concerns about nondisclosure agreements, tax breaks, utility impacts and noise monitoring.

After hearing model ordinances and impacts from other counties, the Hartsville–Triestale Planning Commission voted 7–1 to recommend a 12‑month moratorium on new data centers so codes and zoning can draft tailored regulations addressing water, power, noise and siting.

The planning commission voted to recommend to the city council an ordinance that places data centers as a use in industrial districts (with the draft treating them as a use by special exception), while flagging future work to define data centers and study utility impacts.

The Madison Common Council on Jan. 13 adopted a temporary, 12-month moratorium on zoning approvals for data centers and telecommunication centers larger than 10,000 square feet to allow staff to research energy, water and land-use impacts and draft long-term regulations.

Facing concerns about water, health and electric‑rate impacts, the Boyle County Fiscal Court voted to impose a moratorium on data center applications in the county through June 2027 while planning and zoning develops language and holds a workshop.
