Oppedin presenters told Baltimore County planning staff that required transmission and distribution upgrades for large data-center loads are normally the project's responsibility, that some utilities are creating dedicated large-load tariffs, and that while direct onsite headcount is modest, the projects generate multiplier demand for technicians and contractors.

Staff and the developer told the Planning Commission that the site's location in the flood fringe (base flood elevation ~640 ft; site ~635 ft) requires raised living floors, ground-floor garages and water-line upgrades (2" to 8") to serve eight units — factors that increase per-unit construction costs.

The Board of Public Works approved awards to Mueller Excavating for Kilborn Avenue (phase 2) and Heather Drive reconstruction, and authorized advertising a waterline extension to serve a planned Parkside development. Staff said the projects will upgrade utilities, replace lead laterals and repair sidewalks; funding sources include water and sewer utilities and capital engineering funds.

Mayor Mike Nicholson told the Council on Aging the city has approved funding to replace exterior concrete and ramps, will repave and expand the Waterford parking lot, and has begun utility upgrade talks with National Grid to support future solar and tenant expansion; a fuller presentation is coming.
