Absolutely. The gains for them will be huge and if done right could let them run easily 2x or 3x the service by running smaller vehicles. I would definitely look to the smaller agencies here like AVTA, VVTA, and even SBCTA and RCTC, to do it way before Metro. Even Foothill Transit.

VVTA and RTA do not use Token Transit anymore.
VVTA uses the Umo smart card and app.
RTA apprently accepts contactless debit and credit cards on buses for fare payments. They still use paper passes and an app but no contactless card option.
