At the June 2 ATOD/MH/DD/CYS advisory meeting, staff reported receipt of DDAP funds enabling provider payments and said Opioid Settlement money will continue to support MAT in the county jail and community recovery programs; staff also described other program activity and local service gaps.

The board reviewed a proposed MCP Facility Assessment Study for the county 911 center as part of a three‑phase public safety communications effort; commissioners agreed to place the assessment on Wednesday's formal agenda and to pursue external funding for construction costs.

During public comment, a resident raised concerns about environmental and noise impacts of the Scrubgrass Data Center; Commissioner Kenneth J. Bryan said the county had consulted subject-matter experts and legal counsel about protecting water resources and addressing noise.

On July 14, 2026 the Venango County Commissioners approved a broad slate of Human Services contracts for fiscal year 2026–27, ratified intercounty and vendor agreements including a Justice Lake restoration contract at Two Mile Run County Park, and authorized warrants totaling $5,408,598.71. Public comment included a request to add data-center rules to the county SALDO.

The ATOD/MH/DD/CYS advisory board met July 7, 2026, but lacked a quorum so no votes were taken. Staff reported higher demand at Warren State Hospital and increased therapy referrals at Jamestown Psych, and described staffing, contract and program updates across local services.

The board approved fiscal warrants totaling $3,006,381.07 and approved NWWDB contracts; Commissioner Timothy Heffernan abstained from the NWWDB vote citing a potential conflict of interest.

The Venango County Commissioners approved renewal contracts covering mental-health, substance-use, senior meals, ID supports and an Early Head Start grant totaling $1,158,874; the Human Services agenda passed unanimously.

Advisory board staff said the county and Emergency Operations Center are collaborating on a ~20‑bed homeless housing project, and staff reported both Fairweather Lodge homes are closing with relocation efforts underway.
