so, some time ago, i looked into these; they're not in XP Visual Style format; they're actually self-contained installs of Stardock's WindowBlinds XP. The installer won't work on newer Windows, but the themes can be extracted anyway, and the theme files will work with WindowBlinds 10 (and maybe 11).
