I remember many, many years ago, this was the pitch for the original Cxbx emulator. The author claimed that the XBE and EXE formats were close enough that he could basically write a wrapper that would convert an XBE to function natively in Windows. That was like 15 years ago.
extremely not an expert on this and it'd probably still take a bunch of work for devs to make PC ports with this but this seems like a huge step towards making more ports of X360 games happen

On the original Xbox, they XORed the entry point field of the .xbe with one of the uint32s of the public key. Hacked kernels supported retail and dev together by looking at the high nibble since the entry point always had 0 there. Then changed keys accordingly.
