I may be overly optimistic but it's not true that an Ozeki has to win two in a row. That is the standard for "automatic" promotion but there have been Rikishi who were overlooked after two consecutive, and some promoted without two.
Ultimately, it's up to the YDC, JSA and other governing bodies!
