The feds in yeg had to follow city bylaws when redeveloping the old military base. Consultation, rezoning steps, and development permits. Results: a beautiful neighborhood call Griesbach. 3,200 homes planned and 2,000ish finished.
Feds also had to follow building codes. Hence my confusion.
