Totally fair to hit PRWORA/TANF pretty hard, but AFDC was also a pretty flawed program.

(And the expansions of programs like SNAP, EITC, and Medicaid are good)

About 30 years ago they used this same line of defense to end Aid to Families with Dependent Children (AFDC) which allowed single and lower income parents to house, feed and raise their own children while also getting an education or training so they could one day be self sufficient.

Bring back AFDC but only for spouses of low-income workers.

Fund with $ now going to childcare for single, low-income working parents.

I was responsible for the MA governor’s AFDC budget. I left that job, just before Clinton was first elected, to go to law school. When he and Congress gutted AFDC in 1996, I saw it as a fundamental betrayal of the Dem party and the millions of people it hurt. I will never forgive or forget.

Didn't we dismantle AFDC in the 90s to stop "rewarding" <cough> some <cough> people for having children they couldn't afford? I'm qwhite certain this proposes to do just that for a different demographic.

Facts. My mother was accused of that. My father wasn’t a very successful child support provider so my mother had to get AFDC, food stamps, and Medicaid to take care of us. Welfare Queens, they called poor women with deadbeat husbands who were trying to support their children.

Yep, following republican’s lead, Aid to families with dependent children (AFDC) was destroyed in 1996. Clinton signed the bill dismantling it. While AFDC was still the law, single women / girls had some support if they continued a pregnancy.

The welfare state was alive and well under Reagan. (Clinton is the guy who killed AFDC.)

I've debated his response on AIDS many times. It was a big funding priority at HHS in his time. He didn't want to touch the issue, true. Nor did his Democratic opponents at the time.
Killing off huge portions of the welfare state and generally turning the clock way back on the social safety net has got to be on the list. Also ignoring AIDS while so many died is pretty heinous.

TANF was at least conceptualized as an AFDC fix? (I'd agree it didn't work and to some extent is a non-program today).

To put a sharper point on it, fund AFDC for spouses of low-income workers with $ from the childcare program created at the end of AFDC to enable single parents to meet work requirements.

No, this was a permanent realignment of the party. The AFDC was disolved and TANF was founded, which has always required a work requirement since then. No period of Democratic control has ever remedied this because the ideological heart of the party's leadership agrees with it.

As a kid, before my family was on food assistance (AFDC at the time), some days my siblings and I wouldn’t eat. This was especially true in the summer when we didn’t have access to free lunch at school. It’s hard for me to fathom the evil needed to deprive children of food.
