ARP Wardens were the local face of Civil Defence, assisting with civilian evacuation, coordinating with firefighting & rescue services, & reporting damage & casualties. This form would have been used to assess and report bomb damage.

Fire Guard Newspaper Recruitment Ad.

Civil Defence authorities created the Fire Watchers & Fire Guard to spot fires as soon as possible & extinguish them, allowing the fire service to focus on larger fires during bombing raids.

Practical Civilian Defence Handbook, 1941.

This Canadian ARP manual referenced the Blitz of London & Coventry on its inside back cover: “London was blitzed September 8th 1940, Coventry had its turn November 15th 1940, we may be next!”

This was the standard civilian gas mask respirator, patented in 1935, and issued by local Civilian Defence committees in the UK and Commonwealth countries.

By 1941, 43 ARP units were created in Ontario communities deemed vulnerable to attack by the Axis. In reality, cities on the coasts with military infrastructure, like Halifax, had the most significant need for Civil Defence organization.
