I'm somewhat daunted by the Draw Steel Codex as a place to implement and share creations, but I gave it a go with the Felldane ancestry, and it was pretty cool!

If a white person born in Australia can be Australian without Aboriginal ancestry, and a white person born in America can be American without Native American ancestry, why can't a Black person born in England be English without Anglo-Saxon ancestry?

the ancestry is only tenuously related via perl. if think they're just repeating something they have no idea about.

Just require visas and then deny visas. Quite a few Albertans must have a Ukrainian ancestry. My grandmother did.
