Anglos get very caught up in thinking an anglo politician's fluency in French is 'everything' for francophones. But French Canadians care about policy, leadership, etc. just like anglos. Jean Chretien was PM for a decade with pretty terrible English, and it didn't matter. I suspect same for Carney.
