if notifications are just watching the jetstream/firehouse for explicit type of events....
and a PDS is just a DB so you would know when Auth happens
so do you emmit those types of events to a different kind of relay so you can have a view of Auth events acroos PDSs to see the network?

Legacy jetstream is abandoned. I'm going to be retiring the old jetstream at the same time as tomorrow's cutover
The legacy jetstream{1,2} hostnames will still exist, but I will update them to point at their respective east/west jetstream v2, so no action is needed from clients
