Historically, projects could be a very specific genre, or a broad category. Defoe grouped everything from the Tower of Babel to diving for sunken treasure under the rubric of projects; he was especially interested in the various fiscal projects of his own day, the era of the "Financial Revolution."

Less than ten bucks for some of the best biopunk visual novels out. Ceiba and Athanasy are very good.

Well considering only about 5% of each respective population survived the events of the Fall and the God-Break, they didn't have a large population to begin with. Athanasy is also roughly three times the size of earth, and rich in resources.
