(b) Adopt views, especially on social and moral values issues that align with public opinion

Ideally, there's 1 set of Standard bannings a year.
There are scheduled B&R announcements for other formats.
In the cases where we need to make changes in Standard outside of yearly "early rotation," we're going to stick to taking action during the scheduled B&R windows to align w/greater Magic.
