Using only the information available at the time of final determination, we checked whether each forecast site-level classification was achievable under a best-case performance scenario. This assessment assumed the best possible future bathing water sample results (that is, a score of 10 for both Intestinal Enterococci and Escherichia coli) and recalculated site classifications using the four-year rolling average methodology.

This identified:

● 23 bathing water sites where the forecast 2025-26 classification was impossible;
● 3 bathing water sites where the forecast 2026-27 classification was impossible; and
● All bathing water sites were possible from 2027-28 onwards.

These site-level corrections affect all Water and Sewerage Companies except Hafren Dyfrdwy, Severn Trent and Thames Water.
