People working in retail know there is slippage built into the model - the amount of inventory that walks out of the door either with customers or with employees. Gov assistance has the same dynamic. In authoritarian regimes entire blackmarkets are built though pillage of gov programs. It's endemic.

I’m not sure either way at the moment but the ‘pushes into back/blackmarkets’ is a pretty standard critique of any regulation or bans. The question stays whether harms are lower overall because of the hopefully large volume who don’t even if the harm is higher for the number that still do.
