Finance Director Sandra Crawford presented a multi-fund amendment to roll over unspent FY2026 capital and program funds into FY2027; staff said maintaining and improving fund balance is part of a strategy to seek a better bond rating and lower future borrowing costs. Council approved the resolution.

Crystal, director of administration, told commissioners that dipping into unassigned fund balance for recurring costs can lower bond ratings and showed that approving the requests would reduce the projected 2027 unassigned balance close to the recommended target level.

County Administrator Aundrea Cordle told the board Moody’s upgraded Fairfield County’s rating from AA2 to AA1 and recommended aligning fiscal policy with Moody’s guidance; commissioners thanked staff for work on financial management.

Piper Sandler told the Burlington Community School District board that state sales-tax law changes could push its coverage ratio below S&P's 1.25 threshold; the district was presented the option to fund a roughly $1.5 million escrow to protect the rating but took no action tonight.
