The Lloyd Center site also does not need a CCMP. The owner chose to do one voluntarily because it gives additional flexibility later. The entire site could be redeveloped to similar capacity without the master plan.

I'm pouring through 802.11-2020 chapter 12 (security) to try and find any specific mention of pairwise key / group key combinations that are counted as invalid (eg CCMP group, but CCMP / GCMP pairwise should be ok, right?) but so far I've not seen anything that SPECIFICALLY says WPA2 == prefer CCMP.
