In the peace talks, Cicadia was a potentially thorny issue, since both sides had a civilian population there. The Gorosians gave ground. Since White Flame Spire had been built prior to their arrival in system, the Aetherian League would control Cicadia and be responsible for infrastructure.

It's so sad you're only hearing Cida Cicadia on stage singing in Tevene in the Cobbled Swan if you help Minrathous
(I did in my first run but after asking my friends saving Treviso, they told me they didn't get that cutscene... I don't get it, since Cida is alive in both?)

Cicadia had a population by this point. A refugee heavy population, brought there by both portal and FTL drive. Aeth and Goro didn't just forget the war, but the people on the ground weren't soldiers. Living together was building a degree of cultural exchange and commonality.

The Goroseian Republic would maintain an embassy and a small armed presence to defend its interests, but it would be an Aetherian system. Everyone shook hands, thanked the Goroseian ambassador for this display of magnanimity and moved onto the next item of discussion.

Not all of these are even legitimate League sanctioned magical orders. The expansion of Cicadia was viewed as urgent enough to prioritize number of settlers over any kind of firm plan. As such, the planetary authority is a paper tiger, and even the legitimate orders only have limited power.

Consider Cicadia a literal web of rivers and lakes. The magical temples are lakes, the roads that connect them rivers. That's not purely societal dominance; from a mystical perspective, that dominance empowers those temples and the practitioners who live there. Aggressive architecture is dark magic.

My gut instinct is no, because I wanted to show off Cicadia. If I'm having them moving around the city, I can't close the circle. And the Open Sky is supposed to be well intentioned. Letting people in a bad situation come together and claw a literal path to heaven.

Cicadia wasn't a planned settlement. The Aetheri built White Flame Spire in this system with intent to settle the world. They were pushed back during the War of Discovery, the Gorosei occupying the planet and starting their own construction, before losing control during the last days of fighting.

Cicadia was seen as a fresh chance for people to establish themselves, to prove their potential, hold off the insidious threat of the Gorosei. Construction and settlement swells, and a bunch of new temples and societies arise quickly

There's some services and amenities that're unique to Cicadia. The Gorosians have rigged up a fair amount of their technological marvels here and there. But it's a city dominated by the Orders, the legitimate and criminal alike. Everyone else just tries not to get caught up in the river's flow.

I tend to play with a very vague idea and start to try and parlay it into something greater. Add elements, twist things around, play with it to find something I'll enjoy.
