They are essentially canteens with evaporative cooling in drier climates. Not common in humid climates.

This Fairytale rose is a modern shrubby rose, extremely healthy and flowers abundantly with unusually big, fully petalled pompom blooms. In autumn the colours become a glowing blend of apricot, salmon and pink. The stiff narrow petals are especially beneficial in very humid climates.

It’s more environmentally friendly than heating, so realistically, getting people to move south in winter or just move out of seasonally cold places would do a good percentage of the work.
Heat also usually requires a much bigger change (from 10 to 65) than cooling (from 95 to 75).

This is truly mind-blowing: Norway has gone from near-zero sales of non‑emitting battery electric vehicles to now close to 100% of all new passenger car sales - achieved in about 13 years.
