Famously not conscripts, too. I DESPERATELY wanted to get into the Carter Administration’s YCC when I was 16 but I think my parents made too much money. Problem with means testing is that it sours people who have just come up from poverty on programs they can’t access for their kids. Eg Pell Grants.
