There's no actual contradiction between these two. By the rules of Nuremberg, nazi scalps are simply the due accountability for crimes against humanity, which are still illegal even if local jurisdictions say they're permitted.

There’s misogyny in that contradiction. Girls are presented as so fragile that their participation requires extraordinary policing. But their dignity, privacy, and ability to say “no” suddenly become negotiable when adults demand reassurance about somebody else’s body.
