How one local council helped 1,200 low-income residents finance solar and home energy upgrades
Most of Australia’s existing homes are old, uncomfortable, and expensive to run. Too many are energy inefficient, and rising electricity and gas prices are making things worse. Mainstream programs are supporting home energy upgrades. But the transition isn’t happening quickly enough and risks leaving behind the households that could benefit most. Innovative finance models could help. My new research shows how local initiatives can make solar and electrification more accessible. Darebin City Council’s Solar Saver program My research investigated a local government program in Melbourne that helped people get rooftop solar. Running from 2014-2025, Darebin City Council’s Solar Saver program helped almost 1,200 low-income and vulnerable homeowners in the area get A$4.8 million worth of home energy upgrades. Council paid the upfront cost of installing solar and, in later iterations of the program, reverse cycle air conditioners and hot water heat pumps. Factoring in state government rebates, these costs were added to the homeowner’s property taxes as a “special rates charge”. The homeowner could then repay this money over ten years – interest-free. Suppliers were selected through council tender to make the process easier for homeowners, while ensuring quality products and services including component and performance warranties. Provisional results in the Darebin Northwest ward by-election caused by the terribly sad death of Gaetano Greco: his successor will be Angela Villella, from the Darebin Progressive Independent Network that he established before his death. Labor knocked to 3rd, the Vic Socialists have come in 2nd!

The Bell St divide is all too real when it comes to the Greens and Labor-dominated Darebin Council's planned spending on community infrastructure to 2041. Thanks to our Darebin crew (and Darebin North West Ward by-election candidate Cat Rose in particular) for digging this up (source linked below).

Last night Darebin City Council voted unanimously for a Polluter Pays motion, backing a national Climate Compensation Fund.

As the Christmas sun went down, I got to go for a paddle in the creek. This is Darebin creek. There is lots of animals that live near here, including turtles, eels, platypus, and so many birds.

there are sugar glider nesting boxes along the darebin creek, near la trobe, and my friend took me to see the sugar gliders, and the sugar gliders came out of the nesting box, and i saw one of the sugar gliders and one of the sugar gliders looked at me

This 1000 times. As a former resident of Batman/Cooper it never failed to amuse how much they thought each election was their time but ignored the folks north of Darebin Rd who would have Greens outside their 2PP. Greens never been great at peering outside their bubble.
