The reason our nation's capital has shelters at less than 25% of its ~3,000 bus stops is because the city delegated their management and upkeep to outdoor-advertising giant Clear Channel in a 20-year deal back in 2005 and the contract capped shelters at the arbitrary number of 788.

It used to be administered by Caltrans but now that's mostly been delegated to a Joint Powers Board of the counties it runs through. Which has had a massively negative impact on the ability to complete capital projects.
