I would choose a state-owned devcorp because I think a devcorp is the best model and might as well go for the ownership model the public likes. That last part is inevitably an ideological choice.

I'm trying to point out that developers don't have a magic dial to turn down prices. If they can't sell it at a profit it simply doesn't get built.
