Predictable that Council would undermine Cleveland's key broadband affordability plan over its stupidest funding "benchmark", i.e. short-term customer signups. But also, this benchmark is for "Year 1", not "2024". DigitalC didn't get a signed contract with the City untll the middle of last year.
