Who...and when...puts this amount of handsewn glass beadwork (both sides!) on polyester doubleknit?
It's relatively new, by the feel of the cloth (my mom loved doubleknit in the 70s & I haaaate it).
It's homesewn on machine & serger.
It has to be Indigenous, but I can't tell which continent.

We don't have M&S in Canada any more, sadly, but for years their basic doubleknit pencil skirt was the only skirt I wore. Every season it came in different colours and patterns and it was cool and inexpensive and durable and washable and went with everything.
