My expected workaround to this horseshit is literally to delete all non-passkey-bearing entries out of #drop1password (after having already export/separate/import my 1PUX into #bitwarden) and then do the magical passkey-preserving export/import dance with just what remains.

Efficacy TBD.

Kinda elided it above, but one key tool in my migration was this little golang project by @antifuchs, which let me cut my 1PUX export into per-vault files for import into eg Bitwarden. Worked great! ✌🏻

Having now tried out both #bitwarden and #secrets (dot app), while neither is a perfect replacement for #1password (because #drop1password) I think I am coming down on the side of Bitwarden for at least the short term.
