I'm in toronto, i find that rosemary is ok going towards the dryside. they are happy plants on greek islands, so hot and dry.
Rosemary usually overwinters for me with some protection under leaves and such. that being said, we hit -20c a couple times last winter and I lost the damn rosemary.
