El Estado Mayor Conjunto (EMCO) abrió los sobres de una licitación para incorporar una plataforma SIEM (Security Information and Event Management) destinada a detectar y gestionar ciberataques sobre las redes militares. Cuatro empresas presentaron ofertas por entre USD 3,3 millones y USD 3,89 millones. Las empresas participantes son ERICNET S.A. (USD 3.807.876), ACSYS S.A. (USD 3.892.000), Global Gate SRL (USD 3.420.700) y Dastastar S.A. (USD 3.300.000). La modalidad llave en mano establece que la adquisición será tratada como una solución integral, donde el proveedor seleccionado deberá cumplir con las condiciones definidas en el pliego y entregar la plataforma preparada para su utilización.
El Comando Conjunto de Ciberdefensa (CCCD), dependiente del EMCO, está en proceso de mudanza desde su antigua ubicación en Puerto Madero hacia el Instituto Geográfico Nacional (IGN) en Palermo. Esta reubicación se está ejecutando bajo un esquema de contingencia que ha degradado las capacidades críticas de monitoreo y detección de ciberamenazas. El plazo de entrega de la obra civil para la refuncionalización del edificio del IGN vence el 3 de octubre, según la Resolución RESOL-2026-108-APN-EMCO#MD del 20 de julio de 2026.
Durante el proceso de mudanza, se planificó el apagado del SIEM en dos momentos, generando una ventana total de inoperatividad estimada de treinta días acumulados. Esto ha provocado una degradación temporal crítica en la operatividad del SOC (Security Operations Center), el equipo responsable de la vigilancia, detección y respuesta ante incidentes cibernéticos. La infraestructura en los edificios del IGN no está acondicionada aún para recibir los nodos de conectividad, por lo que se mantiene un esquema de emergencia con un segmento temporal del SIEM en el Centro de Datos del Ejército.
Además, se informa que la empresa adjudicataria, Servicios Críticos Tesla SRL, ha recibido al menos cinco actas por incumplimiento de plazos en la obra civil. La falta de operatividad de las plataformas automatizadas durante el traslado ha obligado a establecer un procedimiento alternativo para reportar ciberincidentes, utilizando correo electrónico institucional y llamadas telefónicas internas, lo que contradice las medidas de seguridad previstas por el DNU Nº 941/2025 y la normativa del Ministerio de Defensa.
