I reckon anyone who abuses a RNLI member should be made to pay £500 to the RNLI

This does present an excellent case for breaking up the 9th Cir.
This is the most persuasive argument for breaking up the Ninth to me. If you can't sit en banc you shouldn't be a single court of appeals.
