Public subsidies and insurance-based incentives for green roof adoption
Green roofs are a promising urban nature-based solution to reduce multi-hazard climate risks, but their adoption remains limited due to high costs and misaligned incentives. This study examines the relative effectiveness of monetary incentives in promoting green roof adoption, with the aim of identifying which policy approaches are most effective in increasing uptake. We conducted a survey experiment among 1564 Dutch households that captures stated green roof adoption intention, when exposed to different financial incentives, in the context of multiple hazards. Net present value comparisons indicate that subsidies are the most effective incentive per euro, followed by premium discounts. Perceived response costs strongly constrain uptake, and knowledge-based interventions that enhance perceived efficacy and lower procedural barriers can match the impact of substantial subsidies. Our contributions highlight the value of policy mixes that combine financial and behavioural levers, while also demonstrating the potential of insurance-based incentives as an effective complement to public subsidies for supporting urban climate adaptation.
