The board reported taxiway construction is complete and that the new fuel farm went online June 24; FAA GIS survey work is complete and staff expect to finish federal and state reimbursement closeouts in coming weeks.

The committee approved a resolution recommending temporary operating authority for FY2027; CFO Debbie Moore reported a $214M cash increase (roughly $350M on the slide), described $252M held for federal grants (including $83M earmarked for Oct–Dec payments), and projected about a $7.4M operating surplus.

City engineer said a 22905 agreement with BNSF is required to advance a federal rail-crossing elimination grant; the agreement establishes the framework to compensate the railroad later, but the city had no firm cost estimates at the committee meeting and one councilmember voted no over the lack of numbers.

The Town of Newburgh Stormwater Management Board voted April 27 to authorize staff to pursue a federal resiliency grant for Ellerbusch Road after staff said readiness to proceed would improve scoring; the board also reviewed costs, potential bond match and other candidate projects including Third & Polk.

The town is developing a master drainage plan and preparing for federal grant applications.
