@jorgecandeias Well I was mainly referring to the Fedidevs implementation. I do wonder if for smaller lists, "follow all" maybe does make sense?
It could be even a condition where, eg.:
1-8 people on a list: show "Follow all" button.
9-25: you're on our own.

@jorgecandeias Also, I didn't like the limit at first myself. But after I made a Fedidevs starter pack with 60+ accounts, I realized two things:
Smaller starter packs are better as curation tools.
Having someone follow 70 accounts on a small self-hosted server in one go...not a great idea.
