What does that mean?
1) The game does not start at a blister pace or maintain a fenzy for the 1st 30. Even when hot, 30 is reasonable
2) Games often turn, see a goal between the 14 and 18 min. Granting a coaching timeout right after is overpowered, for both teams. Make 'em run for at least +10mins
