i was told by someone that these camps prior to the flood had been working essentially to have the floodways limited so that they could build closer to the river.

We drove that road 10 days ago but our vehicle wasn’t suitable to get to this spot as there were many floodways under water. However we managed to catch a good patch on the outskirts of Broken Hill a few days later.

In 2018, Philly rezoned a floodplain *literally in the middle of a river* to build luxury housing. City Council approved bc Councilman Jones pushed for it, arguing that "100-year" floods happen so often that "We have become pretty adept in that area."
