My sister is pretty clever but it takes at least 3 months to learn how to deal with the 151 data points required to input for every federal hire and it takes 20 years to learn how to deal with idiot political appointees. #FormerFed.

1. Want a significant pay raise?
You need to change departments which also means learning a whole new job. *BUT* any internal posting already has a person attached to it who's been there for years.
