An issue is that people are conditioned to think about fictional worlds as real places, complex superstructures that need fullproof engineering. They're not, they're castles built from smoke. The "gaps" in the world are necessary to create the illusion of depth and substance, not a problem.
Every so often my opinion on worldbuilding is vindicated by its own largest communities online

besides, if they're asking you to send them your ID, but requesting that you block as any sensitive information except your birthday, what is stopping minors from just grabbing their parents IDs and blocking out Their info. it's never been a fullproof solution.
