The most relevant command here is "fuze time." This means they're putting a time fuze on the shell so it functions at a specified time after leaving the howitzer. There are a variety of uses for a time fuze rather than a point detonating fuze that aren't really relevant here.

I can only guess why they chose a time fuze but likely because the intended impact area was a beachy, softer area that might not make a point detonating fuze function, resulting in a live dud. The time fuze allows them to manually set the time.
