The First Minister, John Swinney, has announced plans to introduce new legislation to enable this, with the aim of establishing a legal entity for the region that will facilitate a devolution deal and further funding. This move is seen as a vital step in moving forward with the region's ambitions and ensuring it can grow the economy and its population. The region already has the capability and capacity to deliver, and the Programme Management Office is the largest regional team in Scotland, operating with the agility and focus of a start-up. Glasgow speaking no english The city of Glasgow has become known as "Britain's asylum capital" due to its high number of asylum seekers. This influx has led to a significant increase in the number of students who do not speak English as their first language. As of the latest data, 28.8% of students in Glasgow's schools speak English as an additional language (EAL), which is the highest rate in Scotland. This figure has increased by nearly a third since 2019, with 20,717 out of 71,957 students classified as EAL learners. The Glasgow City Council has deployed specialist teachers to support these students, but there are concerns about the city's ability to accommodate the growing number of EAL learners. The situation has sparked national conversation and debate about the integration of immigrant communities and the importance of a shared language for a cohesive society
