This is not to say the GPRA is perfect. But it does afford some measure of transparency and predictability in how agencies will operate, which in turn helps promote accountability.

There are tons of audits by OIGs where they identify waste and the agency response is Congress needs to change the law.

I don’t know if anybody remembers, but when I worked in the beltway under the Clinton administration, they implemented surgical cuts (GPRA) - resulting in more the elimination of 500,000 federal positions - the current regime doesn’t care what they cut or who it affects.
