As a college student in the '70s I had a summer job with the groundskeeping crew at a large cemetery. Spent one weekend trimming grass in a section entirely filled with graves of infants who died in 1918.

Yeah, it's why they have their own ecosystem: their own police forces, their own housing and food, their own construction and groundskeeping people, their own communications...
So, whether or not you felt at home is a *you* problem.

College campuses are, I'm sorry, part and parcel of the communities where they exist. And there's a lot more that comprises "living" somewhere and having a stake in how it's run than paying taxes.
As long as you lived in town, I'm sure it was. But the idea that my room in Warren Towers at BU was my "home" is laughable, and I had as much business voting in Boston at that moment as I did arguing with the Boston City Council over tax rates
