HB3991 indeed feels bitter but necessary. Disappointed it repeals tolling, the best way to pay for the costs drivers incur while also reducing congestion.

And it cuts off transit funding after only 2 years.

Unless Oregonians want to sit in MORE traffic, there is a lot of work still to be done.
