It really is. Voters hate money going abroad, they thought it made up like 10% of the federal budget. It's zero sum thinking but it's also a wounded duck thrown over the middle.
Easy messaging win for Dems, "you can't have [good thing] because Trump is spending $20B to subsidize the failures of some libertarian clown abroad."

I would suggest a simple solution: use set pre-fixes for loot names.

Free advice for game developers: when giving the player loot, it's hard to tell the relative quality or rarity, so try a color scheme! Grey for trash, purple for the rarest, with green and blue indicating escalating rarity.
If something is unique, try brown! Sounds bad, but I just have this hunch.
