Minnesota just became the first state to ban nudification apps—the AI tools that fabricate nude images from a real person’s photo. HF1606 gives survivors the right to sue and lets the attorney general collect $500,000 per violation. Senate 65-0, signed by Gov. Tim Walz.

I'm tentatively excited about the potential passing of bill HF1606 in Minnesota.

This bill will make it illegal for people to own a website, app, software, program, or other service to allow users to "nudify" images or videos and prohibit advertising such services.

It passed 132-1 in the House

In case anyone wants to read the text of the bill, here it is. Absolutely nothing in here is vague or overreaching and it is what it says it is. Insane that anyone would be against this.

Minnesota State Representative Drew Roach, a Republican from Farmington, was the sole lawmaker to vote "no" on HF1606, a bill banning AI "nudification" technology.

"Minnesota’s House passed a bill aimed at shutting off access to AI “nudification” tools that can turn ordinary photos into realistic non-consensual nude or sexual images, including child sexual abuse material, while one Republican lawmaker cast the only vote against it."

Finally—and this is important—HF1606 has real teeth

It authorizes a cause of action for victims, and authorizes a civil fine enforceable by the Minn. attorney general to the tune of up to $500,000 _per access, download, or use_

So this law is designed to be powerful

#mnhouse votes 132-1 to pass HF1606, which would prohibit people from accessing, downloading or using a website, app, software or program to nudify an image or video. The bill now goes to the Senate.

The next thing the xAI complaint argues is that the HF1606 definition of "intimate parts" is too broad

They say Minn. Stat. § 609.341 is meant to cover offensive *touching*, not visual depictions, and the body parts covered by § 609.341 are broader than community standards for "intimate" depictions

#Minnesota Rep. Drew Roach (R) was the only lawmaker to vote NO on a bill banning the use of AI to create nude and explicit images of children.

The bill (HF1606) passed the Minnesota House 132-1.

Roach has faced widespread backlash after casting the lone "no" vote.

Alright, in all seriousness, let's unpack this

What does Minnesota's law say, and what is xAI arguing?

The Minnesota law is HF1606. It takes effect Aug. 1, 2026

" It also bans operators from nudifying an image or video on behalf of a user."

"HF1606 is not written as a new criminal statute but creates civil liability and enforcement tools against people or entities that own, control, advertise, promote, or provide access to nudification technology."

💡 Use Case #1: Mapping the Tech Policy Landscape

We manually read 60+ U.S. federal/state laws and coded them with our ecosystem.

We found that a vast majority of laws target individuals. Only 1 federal law and 6 state laws target technologies in our ecosystem.

Why even have laws at all? Everything people want to do, they’ll find a way to do. Why protect anything from anyone
