I'm rich, but I'm not a HNWI. Being rich means I can afford housing, food, education, a car, the occasional vacation and healthcare. You know, all the things the "middle class" used to be able to afford but can't any more.

HNWIs can afford vacation homes, private jets, politicians, luxury goods.

Don't raise the retirement age. Lift the SSI tax cap. Make HNWIs and high-income earners pay SSI tax on all of their earnings like the rest of us.

This not an isolated example though? I'd go upstream and say extrapolating significant life events from people's travel plans is intrusive and weird, and requires at least one more stage of diligence before action. If HMRC are going to pilot they should do so with HNWIs who have accountants etc

Honestly, there are worse things HNWIs could do than sit on treasuries or MMFs. (And they have.) Let alone a stablecoin with AUM north of 10 digits.
The thing about tether that gets me is that its like a 20 person company with 118 billion in assets. They could sit on treasuries and make like 5 billion a year, but instead they continuously make some of most risky illiquid bets out there.

What’s your opinion on greater enforcement of tax collection? I am aware through personal experience of wholesale tax evasion by tradespeople in Belfast. We need a tax collection system that stops this. Also the taxing of the Royal family & other HNWIs must also be increased in tandem.
