In September 2021, Berlin voters overwhelmingly approved a referendum to expropriate large corporate landlords and socialize housing, with 59% voting in favor[1][4]. The initiative, known as "Deutsche Wohnen & Co. enteignen," aimed to seize properties from real estate companies owning more than 3,000 apartments in Berlin and convert them into social housing[2][4]. ## Key Points of the Referendum - Target: Corporate landlords with over 3,000 apartments in Berlin - Scope: Approximately 240,000-250,000 housing units affected[3][4] - Goal: Convert expropriated properties into permanently affordable social housing - Management: Democratic control through public and not-for-profit institutions[2] ## Background and Campaign The referendum was the result of years of organizing by Berlin's housing movement, which began in response to rapidly rising rents and the increasing influence of large real estate corporations[1]. The campaign built on a history of tenant self-organization and earlier initiatives like the 2015 "Mietenvolksentscheid"[4]. Factors contributing to the campaign's success included: 1. Growing anger over housing costs and corporate landlords 2. The failure of a rent cap imposed in 2020 and overturned in 2021[7] 3. Strategic missteps by real estate companies, such as a proposed merger between Deutsche Wohnen and Vonovia during the campaign[7] ## Potential Benefits of Socialization A study by the Rosa Luxemburg Foundation outlined several potential benefits of housing socialization[8]: 1. Significant rent reductions for over 200,000 households 2. Increased access to affordable housing for low-income residents 3. Counteracting social segregation in the city ## Current Status and Challenges Despite the referendum's success, implementation faces challenges: 1. The vote is non-binding, requiring action from the Berlin Senate to draft and pass legislation[5] 2. Political opposition from some parties and business leaders 3. Debates over compensation for expropriated properties As of February 2025, the campaign continues to push for implementation of the referendum results. In September 2023, organizers announced plans for a second, legally binding referendum to force action on the issue[4]. #Berlin #Housing #SocialHousing #Referendum #DeutscheWohnen #Expropriation #AffordableHousing #RentControl #HousingCrisis #UrbanPolicy #BerlinSenate #RosaLuxemburgFoundation #TenantRights #CorporateLandlords #HousingMovement #Berlin2021 #HousingJustice #PublicHousing #HousingForAll #BerlinReferendum Citations: [1] https://rupture.ie/articles/expropriate-the-big-landlords [2] https://www.renters-rising.org/social-housing-around-the-world/berlin [3] https://radicalhousingjournal.org/2022/organizing-for-expropriation/ [4] https://en.wikipedia.org/wiki/Deutsche_Wohnen_&_Co._enteignen [5] https://therealnews.com/berlins-pledge-to-socialize-a-quarter-million-apartments-in-danger-of-being-nullified [6] https://www.the-berliner.com/berlin/deutsche-wohnen-vonovia-enteignen-expropriation-housing-referendum-what-next/ [7] https://jacobin.com/2021/10/berlin-germany-nationalize-big-landlords-organizing-housing-campaign-rent-prices [8] https://www.rosalux.de/en/publication?tx_news_pi1%5Baction%5D=detail&tx_news_pi1%5Bcontroller%5D=News&tx_news_pi1%5Bnews%5D=49757&cHash=7a6862fb8e3c1b6856b5d452d6ff72ca [9] https://www.thenation.com/article/world/berlin-housing-gentrification/ [10] https://www.rosalux.de/en/publication?tx_news_pi1%5Baction%5D=detail&tx_news_pi1%5Bcontroller%5D=News&tx_news_pi1%5Bnews%5D=43538&cHash=6fc6aa0c848ebf19348cac4960962bf5
